Nick Pulovski (Clint Eastwood) and his partner, Powell (Hal Williams), are assigned to the case of taking down the criminal empire of a local German mob boss, Strom (Raul Julia), who willingly engages in grand theft auto and chop shop operations. During an encounter with Strom and his men, who are loading a semi-trailer truck with stolen cars from a valet parking service, Powell is murdered, and Pulovski, despite efforts to catch the criminals on the highway, which results in multiple car crashes and pile-ups, loses them.

Consequently, Pulovski is removed from the case by his superior, Lt. Ray Garcia (Pepe Serna), and given a new partner, David Ackerman (Charlie Sheen), a young man recently promoted to his current rank and who is plagued by recurring nightmares of having unintentionally caused his younger brother’s death when they were children. Pulovski and Ackerman track down a man named Morales (Tony Plana), another one of Strom’s men, at a scrapyard, where he forces him to cooperate. Morales, under Pulovski’s instructions, manages to plant a two-way radio inside Strom’s house, but is murdered in the process due to Strom feeling pressured by the actions of one of his operatives named Little Felix (Paul Ben-Victor), who is also secretly working as an informant for Pulovski regarding the disclosure of Strom’s illegal activities at his wrecking yards. Pulovski and Ackerman start listening to conversations in Strom’s residence through the device, and learn that Strom is planning to leave the country after robbing a local casino out of 2 million dollars. Strom and his men set off smoke bombs inside the casino and capture the general manager, Alphonse (Anthony Alexander), forcing him to open the vault for them. Inside the vault however, are Pulovski and Ackerman, who had conspired with Alphonse to capture Strom and his gang. Unfortunately, Strom’s right-hand partner Liesl (Sonia Braga), knowing of Ackerman’s naïvete, dares him and distracts Pulovski long enough for Strom to pin the detective down to the floor. Liesl shoots Ackerman in the back; although he is not injured due to his bulletproof vest. But moments later, one of Strom’s men, Cruz (Pete Randall), discovers that the vault is empty. With police surrounding the building, Strom takes Pulovski hostage and demands the 2 million dollars as a ransom from the police in exchange for his life. Read more
